Dr. Palmer Noone is the chief administrative officer responsible for the largest private university in the United States. Prior to Dr. Palmer Noone's appointment as President in July 2000, she served for more than six years as the Provost and Senior Vice President for Academic Affairs. In this position, Dr. Palmer Noone was responsible for the managing and development of nine bachelor's, master's and doctoral level degree programs, seven schools, faculty governance, learning resources, institutional research, academic press, and state, federal and accreditation compliance. Before being promoted as the University's chief academic officer, Dr. Palmer Noone served as the Director of Academic Affairs at the Phoenix Campus for three years.
Since 1999, Dr. Palmer Noone has served as a guest faculty lecturer at the Harvard University Graduate School of Education's Institute for Education Management and for the Management of Lifelong Education program. At the University of Phoenix, Dr. Palmer Noone has served as faculty at the Phoenix campus, having taught business, business law, ethics and communications courses, and served as the area chair for the Senior Faculty. Dr. Palmer Noone has also taught at Grand Canyon University and Chandler-Gilbert Community College, both in Arizona.
Dr. Palmer Noone's legal experience includes ten years service as an attorney-at-law in general civil practice in Iowa and Arizona. Additionally she has served as a Judge Pro Tem for the City of Chandler, Arizona. Dr. Palmer Noone continues as an active member of the American Bar Association, the State Bar Association of Arizona, and the Maricopa County Bar Association.
Among her many activities, Dr. Palmer Noone serves as Vice-Chair of the U.S. Department of Education's National Advisory Committee on Institutional Quality and Integrity, as a Director of the American Council on Education's Committee on Leadership and Institutional Effectiveness (effective May 2003), and as a member of the Board of Trustees of the University of Dubuque, the Arizona Board for Private Postsecondary Education, the Board of Directors of Digital Springs, Inc., and the Arizona Task Force on the Western Governor's University.
Dr. Palmer Noone received her Ph.D. in Higher Education Administration from The Union Institute. She received her Juris Doctor degree and Master of Business Administration degree from the University of Iowa, and her Bachelor of Business Administration degree from the University of Dubuque.
